Chapter Organization
Beta Theta Pi believes in self governance. However, self governance only applies so long as the active chapter can demonstrate that it can take the responsibility to govern itself. If it can't, then a higher authority (i.e., the University or the General Fraternity) will have to step in and take measures to rectify the problem. With this in mind, the Delta Sigma Chapter is organized in the following manner which helps to ensure that we stay a self-governing chapter:
The core leadership of the Delta Sigma Chapter consists of eight members called the Executive Board. The primary function of the Executive Board is to ensure that the policies and bylaws passed by the active chapter are carried out and that the chapter follows the Code of Beta Theta Pi and its risk management policy. The Executive Board members are generally well respected and must be on good standing (current with dues, above a 2.8 GPA). Board members are elected by the active chapter for one year terms. The positions are as follows:
President - Michael Boileau
The President of the chapter is in charge of all the external affairs of the Fraternity. This includes but is not limited to university, UCI Greek community, Alumni, Adviser, and General Fraternity relations. He is also the representative and voting delegate for the Chapter at the General Fraternity’s Convention. Among all the duties, the President must chair all Chapter and Executive Board meetings. He is also the first source of contact between the Chapter and the Chapter Advisers. In addition, he must oversee and manage the chapter day to day operations to make sure that the chapter remains in good standing with both the General Fraternity and the university.
Executive Vice President - Rashad Qasem
The honor of serving as Vice President of the Delta Sigma Chapter of Beta Theta Pi is one of great respect. The Vice President of the Chapter serves as the internal manager of the regular operations of the Chapter on daily basis. Such duties that the job entails are chairing the Cabinet Committee of all 14 officers (excluding executive officers), chairing the Brotherhood Committee (also known as Kai Committee), and aiding the President with carrying out the daily operations of the Chapter. The duties listed above are what make the Vice President the internal leader of officers and the preserver of brotherhood.
The Vice President thus chairs bi-weekly meetings with all officers who are part of Cabinet, where goals and outline plans of action are discussed into further detail. Although the Brotherhood Committee meets to conduct business, there are also events carried out to enrich brotherhood which are supervised by the committee. In order to acquire crucial experience the Vice President must attend Beta Theta Pi Fraternity’s Keystone Regional Conference. Furthermore, he must attain and maintain good and working relations with Chapter Advisors, Leadership Consultants, and General Fraternity Figures.
Vice President of Finance - Jonathan Chow
The Treasurer is the Chief Financial Officer of the Chapter, combining the day-to-day line-item scrutiny of a Corporate Comptroller and the fiscal foresight and vision required of a Corporate Treasurer. Every dollar of income and expenditure is managed and spent according to the budget set by the Treasurer at the beginning of each quarter. He is responsible for the good standing of the chapter in the eyes of the national office and the federal government in addition to being responsible for growing the balance of chapter checking & savings accounts. He is also the sole financial liaison with Chapter Advisors and the Administrative Office in Oxford, OH.
On a day to day basis, the Treasurer collects and ensures the proper payment of chapter dues (via check or credit card machine), while sympathetically working with each individual member to formulate a payment schedule that works in sync with any outstanding, personal financial commitments or paydays from Brothers' employers. He also line-items each expenditure and Brother's balance in the chapter ledger, and make sure that chapter officers are within their budget, in addition to responding to the daily flurry of emails.
Vice President of Risk - Emmanuel James Penera
The risk management is one of the most important aspects of a fraternity. Without a risk management policy Beta Theta Pi would not exist. Therefore is it extremely important that the risk manager understands and acts with accordance to the Beta Theta Pi Risk Management Policy. The risk manager is responsible for making sure that EVERYONE in the chapter is clear about the expectations, which are laid out in the policy. There are three main key points which are outlined in the risk management policy. The first is the compliance with federal, state or provincial, local and institutional laws and regulations. Secondly, the compliance with the laws and policies of Beta Theta Pi Fraternity. And lastly the compliance with the Beta Theta Pi Risk Management Policy. These are the requirements which are outlined in the national policy, however the Risk Manager at the Delta Sigma chapter have expanded the responsibilities to better the brothers of the chapter.
As the risk manager of the Delta Sigma Chapter of Beta Theta Pi I have tried to go above and beyond the outlined responsibilities. One of the great things that the Delta Sigma chapter does is make sure that all of the brothers have dates for formals and cocktails and to make sure that they are comfortable. We achieve this by setting up a laid back lunch a few days before the event, for people to mingle and get to know each other. This way the night of the event there is no tension because of the lack of acquaintances. At Delta Sigma we also have many workshops, which range from smoking awareness to alcohol abuse. One of the workshops we are looking forward to implementing on an annual is having an Irvine police department officer come in chapter meeting and give a informative presentation. The presentation would be on the rights that we have and how we can make sure they are not violated.
Vice President of Scholarship - Howard Hsu
The scholarship chairman is a voting member on the executive committee who oversees the academic standing of the chapter and assists individual members in need of help. In addition to hosting library study tables every week and making announcements about university policies in chapter meeting, the scholarship chairman provides incentives such as gas gift cards and a Dean’s List dinner to those who demonstrate academic excellence.
Vice President of Recruitment - Jose Alamilla
The recruitment chairman has the important responsibility of organizing and executing a rush three times a year. Without this the Delta Sigma Chapter of Beta Theta Pi would not exist for recruitment is the lifeline of the fraternity. My responsibilities for this include planning a weeklong series of events in which potentials have a chance to meet our guys and learn what Beta is all about. It is also under my responsibilities to make sure that during rush a booth is on Ring Road where can meet more of the men at UCI. Through each recruitment period we recruit some of the best men the campus has to offer. The last duty of mine is to make sure that the men in our chapter know how to recruit these men. This is accomplished through seminars and recruitment workshops. All and all it is my job to execute Rush each quarter by planning the events and training the brothers so that everything runs as smooth as possible.
Vice President of Pledge Education - Adrian Almazan
The Vice President of Pledge Education (hereon Pledge Ed) is in charge of carrying out an eight week positive pledge education program (as defined by the General Fraternity of Beta Theta Pi). Among many duties, the Pledge Ed holds weekly meetings in which new members are taught the history of the Fraternity and the Delta Sigma Chapter at UC Irvine. He is also the liaison between the active chapter and the pledge class, reporting all pertinent information to both parties on a regular basis.
The Pledge Ed is the leader who creates Men of Principle and sticks to the values of Beta Theta Pi. By preserving the principles and values, most importantly, the Pledge Ed develops brotherhood for men who worthily embody such principles.

The chairmen are another key component of this organization. The Delta Sigma Chapter operates much like a regular business. The chairmen are the brothers in charge of planning our sporting, philanthropic, and alumni events as well as ensuring that the chapter functions properly in its everyday activities and rituals.
Alumni Relations Chairman - Eric Tang
The Alumni Relations Chairman is the liaison between the Chapter and the brothers who graduate from the university. The mission of the chairman is to assure that as brothers move on to their post-collegiate lives, they stay in touch and informed with the Chapter they once called home. Furthermore, this chairman is in charge of producing an alumni newsletter along with the Vice President of Communications.
The Alumni Relations Chairman is responsible for coordinating a Fraternal 25’s and Fraternal 50’s ceremony for those who qualify for these prestigious awards.
Intramural Sports Chairman - Brent Asuka
The Intramural Sports Chairman (hereon Sports Chairman) coordinates the athletic activities that the Chapter participate in the Inter-fraternity Council (IFC) league. The sports that the fraternity plays are voted by the active members and the Sports Chairman then communicates with the ARC and Intramural Sports representatives. He keeps tally of points accumulated throughout the academic year and also continuously informs brothers of games and practices.
Chorister - Joseph Encarnacion
The Chorister of Beta Theta Pi is the cabinet officer in charge of the vast collection of Beta songs. These songs are closely related to ritual, and thus, the Chorister works closely with the Ritual Chairman on many occasions. The Chorister also is in charge of organizing and executing serenades.
However, the duties of the Chorister are not simply limited to these three tasks. As the keeper of the Beta songs, the Chorister is put in the unique position of being able to add to the incredible Beta legacy by writing new songs. In addition, it is the Chorister's job to keep his chapter in top singing shape, and to make sure that they know all of the Beta songs.
Archivist/Historian - Gregory Yee
The Chapter Historian keeps records of the chapter activities whether through pictures or videos. He utilizes all the records acquired to later utilize them in brotherhood posters or slideshows to be shown at pertinent events. He is also responsible for organizing the annual chapter composite. The composite consists of the pictures of all the members of the Chapter in an academic year and is finalized after every year. This composite shows the history and evolution of the chapter as time transpires with brothers graduating and brothers being initiated. The historian is not just a photographer for the chapter; he is a keeper of the memories that build up the brotherhood of the chapter.
IFC Representative
The IFC Representative attends all Inter-fraternity Council meetings and acts as the voting delegate of the chapter on all matters brought up to the council. Most importantly, the Rep serves as the voice and face of the chapter in all Inter-fraternity issues, especially those of which that do not fall under the jurisdiction of the Chapter President. He assists the chapter in order to adhere with all the policies set by the university and IFC. These policies vary in substance, but are instrumental in the carrying out of fraternity socials and recruitment events. The IFC Rep works close to the President to keep IFC relations well and promoting active members into leadership positions in the Greek Community such as Greek Songfest, Greek Week, Order of Omega, and IFC Executive Board.
Formal Chairman
The Formal Chairman is similar to the Social Chair, except the focus is mainly on providing cocktails and formals for Beta Theta Pi itself instead of an exchange with other sororities. As Formal Chairman, so far there have been traditional Winter Cocktails (i.e. "Night Under the Stars") which took place on a riverboat in Long Beach Harbor. The Spring Formal, formally known as The Rose, takes place in Las Vegas each year on top of the Stratosphere.
This requires constant planning throughout the year. Planning for Vegas especially requires preparation and contract reservations many months prior to the event. Although it may seem like an unimportant job, it is extremely important in relevancy to providing the 2 largest events of the fraternity for the year. It also helps with social networking because it is mainly your job to set up Betas without dates for girls whom are close to the fraternity.
Philanthropy Chairman - Matt Magallanes
The philanthropy chair is in charge of planning philanthropic activities for the chapter. Some of the chair’s duties consist of coordinating the chapter’s participation in other Greek fraternity and sorority philanthropies and philanthropic events that involve the community.
Brotherhood Chairman
Brotherhood chair is responsible for promoting the brotherhood within the chapter and enhance the bonds of the brothers through various events that encourages social activity and build connections between the brothers. The events are usually non alcoholic and in a relaxed setting. Such events include This position is very crucial because the brotherhood is the essential part of any fraternity and by encouraging brothers to spend more time with each other, brotherhood can become stronger. Stronger brotherhood makes every aspect of the fraternity run smoother and improves the overall morale of the chapter.
Social Chairman - Garrett Lynch
The Social Chairman is responsible for planning and carefully organizing formals, cocktails, venue parties, exchanges, mixers, and image workshops. He is also the liaison between the chapter and sororities by building up strong relations through attendance and participation on their social events. The Social Chairman, along with the President, is responsible to communicate with the university and interested parties in off campus events that require approval.
As mentioned, the chairman plans the annual cocktail and formal in the winter and spring quarter respectively, as well as Beta Lei in the fall and Beta Royale in the winter. These major events are the pride of the fraternity and are usually a huge success.
Leadership Development Chairman - Wattandeep Kingra
While the role of the Leadership and Professional Development chair may not be as pronounced as other positions within Beta, it still holds a vital place. It is the responsibility of the chair to encourage the professional growth of his fellow brothers by creating and hosting professional and career oriented events. These include things such as resume workshops, etiquette dining instruction, and working as a liaison between the UCI career center and the fraternity. Beta Theta Pi is known as a Fraternity of Gentlemen and Leaders, and the Leadership and Professional Development chair is charged with taking point and teaching his fellow brothers how to succeed in the professional world.
It is also the duty of the chair to encourage attendance to the numerous leadership institutes and summits that Beta Theta Pi has to offer nationwide. These include the award winning Wooden Institute, UIFI, Futures Quest, and more. These are great opportunities for Betas to not only learn new and more effective leadership methods, but to also learn, interact, and network with his fellow brothers across the nation.
Beta's will be known by their community, school, and fellow Greek's as leaders on campus, and it is the responsibility of the Leadership and Professional Development chair to see to it that each brother meets this standard.
Sergeant-at-Arms - Richard Tai
Sergeant at arms is traditionally the king's close and personal guard who enforces the king's direct orders and maintains order around the castle. In Beta Theta Pi, sergeant at arms does a similar job. He opens the meeting and keeps order during meeting. His responsibilities are just about anything and everything that the president needs him to do. These include keeping the noise level down, counting votes, guarding the doors, and enforcing the proper rules of the meeting and time. Outside of the meeting, the sergeant at arms should see that all brothers are acting in accordance to our principles, warn and report any brother acting in a manner that is unbecoming of a Beta, and oversee that all officers are doing their job. He should command the respect and cooperation of all the brothers, and be deserving of them, as he is the acting police force within the chapter. Those who hold this office should be of unquestioned integrity and loyalty to the Beta Theta Pi's principles and constitution.
Ritual Chairman
Beta Theta Pi is a brotherhood based the cherished values held dear by our founding fathers of ever honored memory at the time of our founding in 1839. This brotherhood holds dear its secret signs and symbols, but its objects are completely public for all to see (See Code of Beta Theta Pi, Article I, Section II). A chapter’s strength is directly related to each member’s understanding and practice of the Fraternity’s principles and obligations in his daily life. The Men of Principle initiative is the contemporary restatement of the values behind our Ritual.
Beta Rituals are not merely ceremonies conducted once every quarter, then tucked away in secret, never to be seen or discussed. Rather, the Ritual is the life blood of the chapter, embodied in the actions and the character of each cherished brother.
As Ritual Chairman at the Delta Sigma Chapter of Beta Theta Pi, it is not simply my responsibility to organize and carry out our beloved ritual ceremonies each quarter, but also to promote brotherhood in the pursuit of the building up of a fraternity that recognizes mutual assistance in the honorable labors and aspirations of life, devotion to the cultivation of the intellect, unsullied friendship, and unfaltering fidelity, as objects worthy of the highest aim and purpose of associated effort.
